We seek an experienced professional to act as Ilifa’s Chief Operations Officer (COO)  to play a lead role in our organisation. We are looking for an outstanding candidate with extensive financial management and operational experience to join us on our quest to transform the way ECD services are delivered in SA.  The role reports to Executive Director and has one direct report (Financial Accountant).

Role overview

As a member of the executive management team, the COO is jointly responsible for the attainment of the organization’s strategic objectives with specific accountability for operational performance. Key responsibilities will include operational planning and management, financial systems oversight, contracting and relationship management, and HR management. They will ensure that the organisation has robust operational controls, administrative and reporting procedures, and people systems in place to support our mission. This role is more than just primarily responsible for operations and finance – we are seeking an individual who is creative and entrepreneurial and also takes the initiative to propose, design and manage projects that further our mission, specifically using ideas from the alternative finance and social impact sectors.

Core Responsibilities

  • Oversight and management of the operations of Ilifa Labantwana to ensure the efficient management and operations of Ilifa Labantwana
  • Lead and manage governance processes including reporting and accountabilities in terms of legal compliance, preparation of documentation for Board and Management Meetings
  • Lead human resource management function, including staff development and staff well-being policies
  • Oversight of financial management, budgeting, expenditure tracking and external/internal audits
  • Corporate branding and information – Ensure a coherent and consistent corporate brand for Ilifa Labantwana, approved by all funding partners and carried across all Ilifa information platforms
  • Ensure the continuing development, review and publication of information related to the work of Ilifa
  • Support the leadership team to monitor progress against strategic objectives and ensure operations are aligned with these
  • Support technical and programmes team with business plan and budget development
  • Resource mobilisation – Establish and execute a fund-raising strategy in consultation with the Board and Executive Director
  • Ensure the development and execution of key multi-funder and multi-stakeholder partnerships
  • Provide leadership to formal processes of interaction with government and the private sector, and manage of these relationships
  • Project management – both for internal operational projects, but also for to take on design and delivery of strategic projects to further Ilifa’s mission.

The ideal candidate:

  • Post Graduate degree or MBA or CA required.
  • Possesses requisite experience in HR frameworks, Financial Management, and Operations.
  • A minimum of 10 years of management experience across a range of non-profit or business disciplines.
  • A high level of financial management and reporting capabilities including budgeting and cash flow management.
  • Proven track record of success facilitating progressive organizational change and development within a growing organization.
  • Demonstrated experience linking the operations of an organisation to support the delivery of the strategy
  • Experience or interest in the alternative/social finance sector is a plus
  • Excellent computer literacy is essential especially in MS Outlook, MS Word and MS Excel.

Role overview

This role will be responsible for designing and implementing a policy, advocacy and communications strategy in support of Ilifa’s mission, and directing Ilifa’s public demand initiative, Side-by-Side, a partnership with the National  Department of Health. The role is responsible for working across internal teams and external partners to help leverage an ecosystem of partners in support of Ilifa’s mission. 

Core Responsibilities 

  • Provide communications landscape, political and socio-economic intelligence, and insights to inform Ilifa’s advocacy, policy and communications decisions and approaches. 
  • Based his/her work on international best-practice
  • Work closely with leadership and colleagues in developing long term (2- 3 year) communications strategies that drive achievement of Ilifa’s mission.
  • With leadership and staff colleagues, develop and implement communications plans and campaigns in support of the Ilifa strategy and its communications, programmatic, policy and financing goals. 
  • Develop a plan to support and improve the policy and advocacy capabilities of key stakeholders in the ECD sector in South Africa
  • Manage Ilifa’s brand and reputation, monitor perceptions, track shifts in opinion related to ECD and respond to inquiries. 
  • Represent Ilifa to internal and external audiences, including both formal and informal presentations – explaining and advocating for Ilifa’s priority issues, attending conferences and other meetings as necessary. 
  • Work internally and externally with partners to align strategies, gather information and execute communications projects, including liaising with partners and consultants to deliver communications plans
  • Work with internal and external stakeholders to develop high quality communications content that’s needed to fulfil the demands of communications strategies, approaches and plans. 
  • Identify and form strategic alliances with diverse and credible opinion leaders and influential individuals and organizations to help elevate priority focus areas. 
  • Build and maintain relationships with media partners
  • Strong digital media engagement experience – both strategy development and execution.

The ideal candidate:

  • Established leader in policy, advocacy and communications with strong network of government, NGO and media relationships in South Africa
  • Advanced degree with a minimum of 10 years of relevant professional experience.
  • Demonstrated ability to design and implement policy and advocacy strategies aligned with specific programmatic and organizational outcomes.
  • Demonstrated ability in government relations.
  • Demonstrated ability to use policy, finance and stakeholder mapping to shape programmatic, advocacy and communications strategies.
  • Demonstrated experience developing collaborative relationships and effectively engaging with a wide array of stakeholders not limited to government but with influencers, donors and partners
  • Experience in at least one of the five components of the ECD essential package is required.
  • Proven ability to shape, develop, manage and scale strong partnerships, alliances and ventures both inside and outside organizations.
  • Ability to convene, lead and influence others to align to shared strategy goals
  • Demonstrated experience managing conflict and building consensus.
  • Outstanding interpersonal skills and humility – ability to listen and absorb perspectives from stakeholders and synthesize into thoughtful and well-designed comprehensive communication products and campaigns
  • Good knowledge of complex program design that involves working with multiple stakeholders including technical experts, government and civil-society partners.
  • Excellent oral, facilitation and written communication skills, able to effectively synthesize information to reach diverse audiences and build consensus.
  • Ability to be self-guided and work effectively and comfortably with sensitivity across barriers such as language, culture and distance.
  • Demonstrated ability to function successfully in a politically demanding environment.

Role overview

The Technical Director, ECD Systems Research and Development, will be responsible for developing and driving a dynamic portfolio that focusses on the research, development and testing of the full range of regulatory, financing and operational systems required to ensure universal coverage of quality ECD services. The current operational, HR, delivery, financing and information systems for ECD inhibit large scale access to quality services and this role is focusses on a range of systems reforms to address that challenge. The candidate will work with all levels of government, the private sector and academia. They will also work closely with other actors in civil society, including grass-roots ECD organisations, in order to help design a fit-for-purpose ECD system that promotes universal access.  

Core Responsibilities

  • Provide strategic leadership as part of Ilifa’s senior management team to achieve Ilifa’s ambitious objectives
  • Develop and drive Ilifa’s systems R&D portfolio which includes: regulatory and legislative frameworks for ECD, quality assurance and support systems, strategic workforce planning, ECD financing, amongst other components of the ECD ecosystem
  • Continuously identify new opportunities to achieve portfolio strategy goals.
  • Identify strategic communication and advocacy opportunities to further the systems agenda, and work closely with the Director, Policy, Advocacy and Communications to give effect to these opportunities
  • Develop the relationships and platforms to design and test ECD systems reforms
  • Innovate new approaches to ECD systems and develop new initiatives to support the strategic direction of the organization.
  • Design, lead and manage the in-field testing of ECD systems initiatives
  • Demonstrate thought-leadership through research and publications and proactive engagement with the research and communications teams to ensure Ilifa’s system work has a public identity
  • Actively seek out new strategic partnerships and carefully managing existing partnerships
  • Work with leadership to ensure robust financial management, reporting and governance compliance. Provide regular reporting to Executive Director as part of Management Support Committee and Board meetings.
  • Support annual strategy development and ongoing engagement with Ilifa Board of Directors
  • Support recruitment, management, development and support of new and existing staff.

The ideal candidate:

  • Advanced degree with a minimum of 10 years of relevant professional experience.
  • Excellent computer literacy is essential especially in MS Outlook, MS Word and MS Excel.
  • A great communicator – verbal and written, with demonstrable evidence of both
  • Independent, entrepreneurial and a team player – all at the same time!
  • Experience working in the ECD sector is not necessary, but experience working in one of the ECD essential package components is desirable
  • Excellent and demonstrable strategic thinking and problem solving skills
  • Has a strong understanding and appreciation of human-centred design principles
  • A high achiever and recognised leader yet willing to get stuck into the details
  • An understanding of public policy and government systems
