This toolkit aims to address two key issues related to registration which impact the quality of ECD services:

• Poor understanding and application on the part of social workers and social auxiliary workers of ECD programme and centre assessment, monitoring.
• Poor understanding and application of partial care assessment and monitoring on the part of environmental health practitioners.
