BUILDING BETTER: Why tracking quality is part of strengthening early childhood development in South Africa

This paper explores the development and implementation of a quality assurance and support system (QASS) aimed at strengthening early childhood development (ECD) programmes in South Africa. The collaboration between Ilifa Labantwana, government departments, and other stakeholders has been essential in creating a tool that not only measures quality but also supports ongoing improvement in ECD centres. Through this work, the paper highlights both the progress achieved and the challenges that remain in ensuring all children benefit from high-quality early learning opportunities.
