Over the past 3 years, we have supported the Department of Basic Education and other government partners in developing a Human Resource Development Strategic Plan for South Africa’s ECD sector.
The early learning workforce (practitioners and assistants) serving in Early Learning Programmes are key to supporting children’s development. As the backbone of the ECD ecosystem, this workforce requires a comprehensive plan to guide its recruitment, training, retention, continuing professional development, and support.
The Department of Basic Education’s 2030 Strategy for ECD Programmes commits to providing quality early learning to all children by 2030. The draft Human Resource Development Strategic plan defines and describes workforce pathways that promote the quality and expansion of early learning opportunities, enabling South Africa to meet its universal access goal by 2030.
