Early childhood care and education (ECCE) services are critical to achieving children’s rights to health, protection, survival, and development. A key policy goal for South Africa is to ensure that all children have access to quality ECCE services. This policy brief summarises the main findings from a study investigating determinants of ECCE enrolment.
