A working paper examining how municipalities can play a pivotal role in promoting early childhood development (ECD) through multi-dimensional service delivery. It argues that ECD outcomes depend on an integrated access to health, nutrition, social services, and early learning, yet local governments often lack the tools and frameworks to measure and improve service delivery. The analysis highlights disparities in service provision and the need for coordinated planning between municipal authorities and provincial departments. The paper positions municipalities as critical actors in achieving universal ECD coverage and reducing inequalities in child development outcomes.
